Photo: Penny Stephens FRANKSTON Council ignored pleas to seal a gravel road used as a drag strip where two teenagers died yesterday, residents claim. Linda Waterston said the unsealed stretch of road was "an accident waiting to happen". Sixteen-year-olds Nathan Watts and Jack Muir died when the car they were in catapulted off the gravel section of Lats Avenue, Carrum Downs, and struck an electricity pole about 12.50am. One angry resident said his mother spoke to their ward councillor only last Friday to press the urgency of the problem of youths using the unpaved road to race cars.
