Between Fairmont, water filtration plant engineers and manufacturer By Misty Poe and Mallory Panuska Times West Virginian FAIRMONT — The City of Fairmont and the engineering firm that designed its $10 million water filtration plant are currently going through a mediation process that is required by the contract for professional services between the city and the firm. But the city does not have a copy of those signed contracts with either Chapman Technical Group, the plant’s engineers, or GE Zenon, the plant’s manufacturer. What the city has are only draft copies of the documents, which they believe represent what was eventually signed by the city manager at the time.
