Speaking in the White House Rose Garden, he tried to reassure Americans that the government is acting "aggressively" to steady the situation and working closely with other governments to restore stability to the markets. NEW YORK (AP) - Investors are capping off a week of heavy losses with another day of volatile trading on the stock market. The Dow fell nearly 700 points in the opening minutes but climbed back into positive territory within a half hour. By mid-morning it was down again, by more than 200 points.
