Editorial: Fighting drug abuse takes a community

St. Albans' struggle against drug addiction has a fighting chance because the city is taking a communitywide approach to the problem. That a small city at the center of a rural community faces a serious problem with narcotics, especially OxyContin, is proof that drug abuse is something that can happen anywhere and is happening everywhere. St. Albans can be a model for other communities that face or will certainly face the problem of drug abuse. The key that gives hope to the Rail City's approach is that law enforcement is an important part, but only a part, of the strategy.
