"It was horrible," he said, describing its overgrown grass and weeds, trash, and even drug paraphernalia, such as needles, strewn about. Whittier, 17, decided to do something about it. He started cutting the grass, picking up the huge amount of litter - and even telling people who don't belong in the cemetery to leave or he'd call the police.
