In New York, the Dow Jones Industrial Average has fallen below 10,000 points for the first time in four years. It closed down 3.6 per cent or 370 points to 9,956. At one stage it fell as much as 800 points. The Standard and Poor's 500 has lost more almost 5 per cent In Europe, shares suffered their worst one-day percentage fall on record as investors were rattled by the failure of European leaders to agree on a bank rescue plan. But European Union nations have pledged to take necessary measures to ensure the stability of the financial system and protect bank deposits.
