National Guard can't help Utica's arson problem

With 29 arson cases in the city of Utica this year, officials are taking every step to fight the ever growing issue. And that includes demolishing and boarding up homes that could become targets. Back in August, the city asked the National Guard if they could provide assistance in boarding up several homes in the city, but as our Jim Gibbons reports, the National Guard says they don't have the extra resources to help.
