Security Council of its resolution endorsing a peace plan for Georgia but Western powers said they could not support the draft. The council, which has so far been unable to issue any resolution or statement on the crisis that erupted two weeks ago in the Caucasus, ended more than two hours of closed-door discussions still divided and without taking action. The 15-nation body has been paralyzed since Georgia sent its military on Aug. 7-8 to try to recapture the Moscow-backed breakaway enclave of South Ossetia and Russia responded with overwhelming force, sending troops and tanks far into Georgia.
