Grand jury: Not enough evidence to indict official By MICHAEL DEAK • Gannett New Jersey • August 2, 2008 FRANKLIN, SOMERSET COUNTY — An inspector in the township construction office was fired Friday for "conduct unbecoming a township employee." Robert Scheer, who was arrested in March on a charge of endangering the welfare of a child by printing child pornography off a computer at the office of Fire District No. 1, was dismissed Friday by Township Manager Kenneth W. Daly. Although a Somerset County grand jury had returned a no bill May 15 on the charge brought by the Somerset County Prosecutor's Office, further investigation by the township led to the termination, Daly said.
