COWBOY BARELY ESCAPES FINE

The nearly nude performer, cuffed over the weekend for playing his guitar in San Francisco's Union Square, yesterday saw the case against him dropped on a technicality. "I said I am not leaving until this is resolved. I want a clean record," said Times Square tourist favorite Robert Burck. A cop busted him last Friday for playing music against park rules. Burck was ticketed and told he could expect to be fined. But after moseying over to court yesterday - in his signature undies and a black, $5,000 mink coat - he spent more than four hours shuffling from room to room before learning that no one could find a record of the infraction.
