Kay, 28, stopped in Montreal Saturday as part of the Race for Rights event organized by the Canada Tibet Committee, a Montreal-based organization dedicated to human rights and democracy in Tibet. In bidding to host the Olympics, the Chinese government promised the International Olympic Committee and the international community that concrete improvements in human rights would take place in China ahead of the Games. "Seven years later we're not seeing that followed through," said Kay, who won silver with Team Canada at the 2003 Pan American Games.
