UNITED NATIONS, July 25 (Xinhua) -- The UN special envoy to Kosovo Lamberto Zannier said on Friday that it has been "increasingly difficult" for him to exercise his UN-authorized powers in the territory since the entry into force of the Kosovo Constitution last month. "Since the entry into force of the Kosovo Constitution, exercising my legal powers under UN Security Council resolution 1244 has become increasingly difficult in practice," said Zannier, UN chief Ban Ki-moon's special representative for Kosovo and the head of the UN mission in Kosovo (UNMIK), at a Security Council meeting.
