MetroPCS, which provides flat-rate plans with no contractual obligations, will join the wireless competition against behemoths Verizon and AT&T, as well as other prepaid providers. Budget-minded New Yorkers will have a new cell phone provider to choose from early next year, when MetroPCS Communications Inc. launches its service in the city. MetroPCS offers consumers a flat-rate cell phone plan for unlimited minutes, with no contract. The Dallas-based company has been aggressively building out its national presence, launching in Philadelphia earlier this month and before that in Las Vegas and Jacksonville, Fla.
