Cities, local transit authorities and even credit-card issuers are offering cash and other rewards to commuters who dump the daily drive and ride with the straphangers. It's not exactly a hard sell. Thanks to sky-high fuel costs, public transit ridership is at its highest level in 50 years, according to the American Public Transportation Association, an industry group.
