The adjective for this is Fundamental. In essence they are services that are basic necessities that must accrue to the people of a nation as human beings and citizens. They are the necessities that must be provided for the citizens as a matter of obligation by the government. They cannot be compromised. They cannot be negotiated. They must not be relegated to the background. They are provisions that complete the living standard of the people as human beings.
