After nearly a year's negotiation, an offshore wind farm will be built in Delaware. It will benefit our state's environment, economy and public health. But it didn't just happen. It took a lot of work, and Lt. Gov. John Carney stands out as the single most important player in the process. Carney set out to change state government's approach to energy and succeeded. Earlier this year, Carney negotiated a commitment from Bluewater Wind to make Delaware its regional base. Inevitably, the proponents of fossil fuels and business as usual made a bid to thwart the project. That didn't dissuade Carney. He worked with the parties to keep negotiations alive.
