SPRINGFIELD, Ohio - Heavy truck maker Navistar International Corp. plans to idle its truck plant for a third week this summer and lay off an undetermined number of workers next month because of declining orders. Navistar spokesman Kyle Rose said Thursday the layoffs will occur because of a production slowdown. The plant was idle the first two weeks of July as part of its annual summer shutdown. The layoffs will come after the western Ohio plant is idled again, during the week of Aug. 11.
