Report finds misappropriation of $15,710 of borough funds By Mary Niederberger, Pittsburgh Post-Gazette Elizabeth Borough officials knew they had financial problems in December 2006 when they had to temporarily lay off some employees, including the borough secretary, because the borough couldn't meet its payroll. The plan was to rehire those employees on Jan. 1, 2007, when a new budget year started. But during the weeks in between, officials discovered that their financial woes weren't limited to rising expenses. And, what they found led borough Secretary Cora King to resign from her job before employees were called back in January 2007.
