3:55 p.m. - Tongson to change plea tomorrow

The 75-year old probation officer was arrested March 29, 2005, for allegedly shooting and killing Linh Phan, 39, and Alfredo M. Garcia, 44, at the Lylan karaoke bar in Dededo.
