By Gaynor Dumat-ol Daleno • Pacific Daily News • July 24, 2008 A piggy-back provision to a new law that was meant to provide more money for public schools will change some of Guam's Primary Election rules. The new law says, in part, that a primary race for the Legislature will be canceled if "all political parties that have qualified for placement on the General Election ballot have the same or fewer number of candidates running for nomination to the Legislature than the number of senatorial seats allowed." In the Sept. 6 Primary, the Republicans have 10 candidates for the 15-seat Legislature, so the election commission decided June 14 to cancel the Republican Primary for the legislative race.
