Cutting's son has been diagnosed with both Down syndrome and autism. Special education programs provide him one-to-one attention during the school day and help him build social skills after school. The money paying for both is in jeopardy. In June, the deficiencies of the Guam Public School System grew so apparent that the U.S. Department of Education threatened to withhold federal money over concerns of the handling of federal money. About $40 million of annual funding hangs in the balance, including millions fueling the special education programs in public schools.
