Susan Collins, a Maine Republican whose state includes General Dynamics Corp's (GD.N: ) Bath Iron Works shipyard. U.S. Navy Secretary Donald Winter and Chief of Naval Operations Adm. Gary Roughead spent hours with lawmakers on Wednesday explaining their decision.
