Speaking at the opening of the Education Leaders Forum (ELF) tagged, 'Success and Sustainability: Tertiary Education's Global Challenge', organised by Microsoft Corporation at the UNESCO Headquarters in Paris, recently; Matsuura observed that "while higher education enrolment in Africa rose by some 66 percent between 1999 and 2005, the average enrolment rate is still a mere 5 percent."
