If J. Richard Outhier convinced anyone in the courtroom Tuesday that he would reform and end his ways as a con man, U.S. District Judge Barbara Crabb was not one of them. Crabb sentenced Outhier, 38, to four years in prison for credit card fraud and identity theft for stealing the identity of a Boston-area man with Down syndrome and using the identities of emergency room patients in Texas to get credit cards. Outhier, who grew up in Maryland and New Jersey, later turned up in Madison. He worked as an EMT and a bartender before his arrest in December. "There is no way to trust you, " Crabb said.
