ROSEAU, Dominica (AP) - The tiny island of Dominica plans to use US$20 million from a leftist Latin American trade group to improve housing, education and health services. Prime Minister Roosevelt Skerrit says US$6 million will go toward repairing, building and financing homes. The remainder will be used to build schools and repair roads and hospitals. Political opponents have criticized the eastern Caribbean island for becoming a member of the regional trade alliance.
