But employers and politicians alike have been more pragmatic. CIPD explores. Phil Willis MP, the DIUS Committee Chair, described it as both an “effective” and “alarming analysis” of British skills. The Leitch Review was established to tackle the cross-level skills shortage in the UK aiming to make the UK a global leader for skills by 2020. A number of Leitch’s recommendations for achieving have been adopted by Government and transformed into policy: the introduction of the Skills Pledge, increased apprenticeship provision and more targeted funding via the Train to Gain initiative.
