Isn't it easier to hire people who already speak some English/German/Russian, etc ? There are plenty of them in Varna. At least in the obvious places like Obshina imformation center or Foreign immigration office (!). Had experience a few days ago - not a single piece of info in any language besides Bulgarian. No one spoke any languages... There shall be some insentive for learning the language. The Government programmes usually fail - waste of funds (good example, French lessons for Government employees in Toronto). BR, Laura
