The American state of California is to be forced to pay its bills with IOU's as its budget black hole surpassed the $26bn (£15.9bn)-mark, forcing Governor Arnold Schwarzenegger to declare a "fiscal state of emergency". By James Quinn, Wall Street Correspondent The governor, the Austrian-born star of The Terminator film series, saw the budget deficit grow by $2bn overnight on Wednesday night as the result of a continued impasse between state politicians who have failed to agree a workable budget. The Californian black hole now stands at $26.3bn - up from $24.3bn at the start of this week - with a warning that it could grow by a further $1bn within a month if the governor and state politicians fail to balance the books.
