MILWAUKEE - Despite a legal challenge, most City of Milwaukee employees will be furloughed Thursday as part of a cost-saving measure passed by the Common Council. The furlough will last one day. One of the City's 19 labor unions, the Milwaukee Police Supervisor's Organization, challenged the furlough in court. The group asked for an injunction to block Thursday's furlough until a full court challenge could be heard. Judge Elsa Lamelas ruled against the union and agreed to allow the City's furlough to stand. She said, "the City has to live up to its obligations," but also said "we are in a recession." She said that the union failed to demonstrate that the furlough would cause "irreparable harm" to union members. A larger court battle is likely to ensue before a second scheduled...
