HARTFORD, Conn. (AP) -- Gov. M. Jodi Rell says she has an executive order ready to run the state of Connecticut for a month in case there's no budget deal by Tuesday, the final day of the fiscal year. The governor and legislative leaders plan to meet for a second day in a row to discuss a new two-year tax and spending plan.
