Man Charged With DUI, Vehicular Manslaughter EL CAJON, Calif. -- The alleged drunk driver who killed two people and injured one in a horrific crash in East County is arraigned, with the father of one of the victims in the courtroom. Shannon Shimp, 38, of El Cajon was formally arraigned on felony DUI and two counts of vehicular manslaughter charges Friday. He pleaded not guilty. According to the California Highway Patrol, Shimp was driving east on state Route 78 Tuesday night near Ramona when he lost control of his truck, and hit an oncoming Lexus. The flatbed truck wound up on top of the sedan. The driver of that car, Ian Kinney, 19, of Pine Hills was killed. Shimp's passenger, Joseph Edwards, 52, was also killed.
