Chart-topping Blur drummer Dave Rowntree hopes to be number one again tonight - in a by-election for a seat on Westminster City Council in London. He is favourite to triumph for Labour in its Church Street ward stronghold and will next launch a bold bid to oust the Tory MP for the area. It is the 44-year-old's second foray into local politics, after being soundly beaten into third place in another Westminster ward last year. But Mr Rowntree, an animator who is also training to become a barrister, could find himself on an immediate collision course with Government policy. He has previously argued against the prosecution of individuals who illegally download music files from the internet.
