Russian billionaire Roman Abramovich's spokesman says the Chelsea football club owner will participate in the election for a remote Arctic region's legislature. Abramovich spokesman John Mann said Thursday Abramovich had agreed to ballot for a seat in the legislature upon request of local officials. The elections are scheduled for October. Earlier this month, Abramovich resigned his position as governor of Chukotka, which has a population of 50,000 and lies opposite Alaska on the Bering Strait.
