The storm with 85 mile an hour winds could drop 15 inches of rain in the Rio Grande Valley, where officials are concerned about severe flooding that could cause levees to burst. RAMALLAH, West Bank (AP) - Barack Obama has departed the West Bank without comment after meetings with Palestinian leaders. It's part of a busy day in the Mideast.
