Along with the money, a proposed settlement in Minneapolis would create a unit to oversee diversity and race issues. A $2 million settlement of a lawsuit filed last year by five high-ranking black police officers could begin to heal racial tensions in the department if the Minneapolis City Council approves it Friday. The suit, against the city of Minneapolis and its police chief, alleged that the department has a long history of discriminatory conduct against black officers and that these actions became more institutionalized after Tim Dolan became chief in 2007.
