The U.S. Department of Education says the letters issued by Governor Felix Camacho and then GPSS Interim Superintendent Wilfred Aflague did not adequately address the concerns regarding the instability of management within the school system, the superintendent's position and the critical needs to maintain stable management at GPSS. U.S. DOE Director Phil Maestri said there is a lack of proper controls and clarity of the roles of GPSS and the Guam Education Policy Board. After receiving the letter from Maestri, GEPB member say they're quite disappointed. GEPB Chairperson Joe San Agustin said Maestri should not be blaming the board for the instability of GPSS.
