A Howard County mother is angry because she found her autistic child walking along a busy highway. The problem is, he was supposed to be at a summer camp in Ellicott City. Kelly McPherson talked to the child's mother and a Howard County executive about the issue.Seven-year-old Colin Hays needs constant supervision. He's a high-functioning autistic boy. At the Howard County summer program, he had his own companion. Still, something went wrong.His mom was driving near Routes 29 and 100 when she saw her son had escaped camp."I came around the corner and Colin is heading toward oncoming traffic on the shoulder of the road.
