You can't say that the Kentucky Association of Counties has emphasized thrift. The non-profit group, which lobbies for county governments and provides insurance and financial services for its 120 member counties, is the latest organization to come under withering scrutiny by the Lexington Herald-Leader , which earlier examined the finances of Blue Grass Airport, the Lexington Public Library and the League of Kentucky Cities. And the revelations produced by these stories have done little to bolster public confidence. The problem is not so much outright graft or real corruption as it is loose spending and lax control.
