Paraguay's president-elect says he'll wear a suit but no tie at his inauguration on Friday. Fernando Lugo says he wants "to keep dressing modestly" as president. Lugo is a former Catholic bishop who still wears the same kind of Franciscan sandals he wore as a priest before entering politics.
