The northernmost area of "uptown" is Upper Manhattan, encompassing the neighborhoods of Washington Heights and Inwood, and often Harlem. A less famous and hectic area, and given the distance from Midtown, Upper Manhattan is often thought of as an outer borough, given the similarities the region has to the adjacent western section of the South Bronx. At Chautauqua Lake in the southwestern portion of the state is the Chautauqua Institution, co-founded by Methodist Rev. John Vincent and devoted to adult continuing education in a uplifting setting, as that ambiance was understood in the last half of the Nineteenth Century. The Holland Land Company opened a land sales office in Batavia in 1802, and sales of the tract commenced. The phrase "doing a land office business," which denotes prosperity, dates from this era. The land office still exists and is a museum today. In 1729, a county seat was established at the village of Richmondtown, located at the headwaters of the Fresh Kills near the center of the island. Articles of Capitulation were drawn up, the Dutch West India Company's colors were struck on September 8, 1664, and the soldiers of the garrison marched to the East River for the trip home to the Netherlands. The date of 1664 appeared on New York City's corporate seal until 1975, when the date was changed to 1625 to reflect the year of Dutch incorporation as a city, and to incidentally allow New York to celebrate its 350th anniversary just 11 years after its 300th.
