New gatherings law stipulates advance notification in Kuwait -- official

KUWAIT, April 14 (KUNA) -- Minister of Interior Sheikh Jaber Khalid Al-Sabah affirmed on Monday that the recently-enacted gatherings law stipulates advance notification to the relevant authorities by organizers of public activities namely demonstrations.

The minister, during a meeting with citizens, said the political leadership is keen on holding the next parliamentary elections on the declared date, May 17, and denied speculations of a government desire to suspend the National Constitution.

Security authorities are tasked with enforcing law equally on all citizens without any arbitrary acts, he said, indicating that the crackdown on primaries was in line with this policy.

The government respects all segments of the Kuwaiti society and people, the minister said, noting recent incidents in the fifth constituency "reflected determination of the ministry to take action against violators of the law that bans the holding of primary polls."

The minister affirmed that the government troops would crack down on any form of primary polls, urged citizens to refrain from being involved in such "criminal offenses," indicating that former MPs who opposed this law could call for its amendment after formation of the assembly following the upcoming polls.

On involvement of Imad Mughnieh in hijacking the Kuwaiti plan, Al-Jabriah, in 1988, the minister said HH the Prime Minister Sheikh Nasser Al-Mohammad Al-Ahmad Al-Sabah "had spoken about the scene of the crime which was considered international and warranted proofs," but he confirmed that Mughnieh was wanted by the national authorities.

"Mughnieh is a criminal and all evidences authenticates this and his work in an intelligence network for eight years in addition to the testimonies of the witnesses during the Algeria negotiations," he added.

On possible declaration of political parties, the minister voiced opposition to such a move for it would result in national disarrays. As to the issue of the illegal residents, he said he backed military personnel who served along his side. "The nationality is not a cup for awarding but the bedoun segment must not be deprived of humanitarian rights."
